Public Procurement Law

More Specialties
PZP

We support Clients in projects carried out under the Public Procurement Law (PPL) regime, including complex proceedings, particularly in the IT sector. We provide comprehensive assistance at every stage - from the analysis of tender documentation, through the preparation and conduct of proceedings, to the execution and settlement of contracts.

We advise on the review of tender documentation, combining in-depth knowledge of public procurement law with sector-specific expertise. We assess both legal and procedural risks as well as those arising during contract performance. We act whenever contracting authorities impose discriminatory requirements, draft defective descriptions of the subject matter of the contract, or apply unjustified evaluation criteria – preparing applications, objections, and appeals before the National Appeals Chamber.

We support contractors in preparing and submitting bids, minimizing the risk of formal errors that could result in rejection. We ensure proper preparation of all documentation and implement mechanisms to mitigate procedural risks.

During procurement proceedings, we offer full support: we conduct correspondence with contracting authorities, prepare explanations, review competing bids, and represent Clients in appeal proceedings before the National Appeals Chamber and Regional Courts. Our experience in public procurement and litigation enables us to act swiftly and effectively.

We also advise during contract performance - managing ongoing project correspondence, supporting parties in contract amendments (including remuneration indexation), and assisting in dispute resolution. Our support helps prevent escalation of conflicts or ensures that Clients are properly prepared for potential litigation. We also provide assistance with final settlements, representing Clients in settlement negotiations and court proceedings.

By combining expertise in public procurement, IT projects, and litigation, we deliver a multidimensional approach that enables Clients to successfully achieve their business objectives within the demanding framework of the Public Procurement Law.
